Bottom up accountability

  Traditional approaches to accountability is linear and top down, e.g., higher official, CAG, etc. Today it is being replaced by multi-stakeholder, bottom up and citizen led approaches.

Bottom up

  • For instance RTI 2005 enables any citizen to uncover fraud and alert authorities.
  • Organizations like Lokpal, Ombudsman, Vigilance etc are obligated to look into complaints of all citizens
  • NHAI, election commission and MGNREGA etc have portals to upload live progress and live complaints
  • Social audits
Multi stakeholder
  • Social media activists, online and offline media actively monitor government activities
  • PPP is the norm with private sector empowered to complaint and direct
  • Environment as a stakeholder, EIA, SIA

Shortcomings 

  • India still can not tackle negligence of duty
  •  Government is still too big with zero incentives to perform  
India needs improvements in linear accountability and accommodation of new mechanisms through new robust legal provisions.
