Citizen charter and obstacles

  A citizen charter enlist the services and expected quality of it and is displayed publicly, e.g., land titles. 

Obstacles

  • Colonial bureaucratic work culture, e.g., people are considered as nuisance
  • Lack of usage of regional languages
  • Unrealistic timelines and quality
  • Lack of awareness among public
  • Various department with diverse mandates, e.g., a construction work involves various departments like environment, engineering, finance, administration etc.

Way forward

  • Simplifying procedures and standardizing them
  • Minimizing the governmental interference where ever possible
  • Wide awareness campaigns 
  • Mission mode projects
  • Statutory backing
 Perhaps it is time to consider weaknesses of governmental systems as systemic and empower public, private sector and NGO's. Citizen charters should be the begging not end.
