Corruption involves paying money to avail or stop government action.
Supply and demand
- Corruption has a supply side and demand side
- Those who demanding money and those who give money are equally guilty, e.g., for illegal sand mining
Challenges
- It reflects moral decay at social and cultural level
- Denies the fundamental rights of other citizen
- Here, the ally of vigilance (citizen) act as a colluder
- It is tougher to detect and stop
- It is covered under new PCA 1988, but it needs strengthening
