- High density of population in excess of 4000 person per sq.km.
- Mixture of young and old buildings, some are more than 100 years old
- Lack of adequate spacing; e.g., slum areas

- Lack of capacity of Delhi municipal co-operation

- People resilience is low
- Uncontrolled urban growth
- Buildings are not earthquake resistant
Way forward
- Building code to be evolved
- Master plan of expansion to be developed
- Freedom and flexibility to stick to guidelines
- Recruitment to NDRF should be through open competition
